He saw that nurturing two saplings over the next 10 years was a task that even the poorest of the poor could do and that the rich and the resourceful had the ability to do much more. So with no additional financial burden upon the state, people's simple involvement and personal action could make something truly beautiful, wonderful and timely happen.
